Starmer's Supporters Initiate 'Halt Andy Burnham' Campaign to Block Mayor's Parliamentary Re-entry

Close associates of Labour leader Keir Starmer have reportedly started a concerted campaign to stop Andy Burnham, the Labour Party Greater Manchester Mayor, from making a comeback to parliament. This action comes after the resignation of a Manchester MP, which has sparked an impending by-election.

Major Obstacles in the Candidate Selection Process

A number of members on the party's powerful national executive committee (NEC) have reportedly predicted it would be highly challenging for Mr. Burnham to navigate the candidate selection process. This is primarily due to the sizable presence of supporters of the Prime Minister on the body who are keen to avoid any potential leadership challenge.

The Labour hierarchy reportedly sprung into action following the announcement of the MP's intended departure, with officials and MPs voicing warnings about the substantial financial cost and political risk of a resulting mayoral race in Greater Manchester.

Burnham's Ambitions and Party Concerns

Andy Burnham has been open about his national ambitions. Last year, he prompted outrage within No 10 and among cabinet ministers when he stated that many MPs had encouraged him to stand for the Labour leadership.

There has long been speculation that he is seeking a return to parliament to possibly contest the Labour leadership if a challenge to Sir Keir emerge. However, supporters of the Greater Manchester Mayor have warned against exaggerating the level of any scheming, stating he is passionate about his job as mayor and would only re-enter national politics if he felt he had something to contribute.

"People want to paint him as scheming and plotting but that’s absolutely not where he is. He loves being mayor of Manchester. It would only ever be an option if felt he had something to offer," a source close to Burnham remarked.

Current Climate and Poll Ratings

Amid opinion polls suggesting Sir Keir is struggling in the polls and many MPs despondent about Labour's prospects at the forthcoming election, Andy Burnham is seen as the sole prominent Labour personality with favourable public approval ratings.

Should Mr. Burnham decide to run, multiple obstacles stand in his way. He would need to be selected by the NEC—where the odds are not in his favour—and then win the by-election against competition from Reform UK and independent candidates, all before any potential leadership challenge.

The 'Stop Andy' Campaign

High-ranking Labour sources have indicated that a "Stop Andy" campaign is already under way, with the party's organisation being closely managed by senior aides of the Prime Minister.

The Prime Minister himself said that the byelection process was in its "early stages" and urged his MPs to stop talking about possible leadership challenges.

Andy Burnham, commenting before the MP's departure was confirmed, told reporters: "People shouldn’t rush to conclusions. I have been very focused on my role as mayor of Greater Manchester."

Costs and Risks

NEC members have reportedly pointed to not only personal animosity towards Mr. Burnham but also the significant expense of a mayoral byelection in Greater Manchester. This could redirect around £500,000 in party funding from other crucial elections across the country.

"It is deeply selfish of Andy to want to run for this – costing us tens of thousands we don’t have and diverting activist resources... It is absurd beyond description and cannot be allowed," a figure stated.

A number of sources also expressed fears about Reform UK potentially fill any vacancy left by Mr. Burnham, which would represent a significant symbolic victory for them.

Union Influence and Democratic Concerns

As a publicly elected mayor, Mr. Burnham would require the NEC's permission to stand. There is also speculation the body could impose an women-only shortlist to block his nomination.

However, one Burnham ally warned against presuming the NEC would simply reject him, despite Sir Keir's team is widely thought to control it.

The trade unions hold a significant proportion of seats on the NEC. While the largest unions are for now keeping their counsel, sources indicated they would be uncomfortable with anything perceived as meddling from Downing Street.

The general secretary of the Fire Brigades Union stated: "It would be a democratic outrage if Andy Burnham was blocked... Our union will fiercely resist any attempts to stitch up the selection. It’s vital that there is a full and open democratic procedure."

By-election Battle

The seat in question holds a considerable Labour majority. However, Reform is likely to launch a strong campaign, capitalising on its vote in one part of the constituency. Labour believes it is on stronger footing in the larger Greater Manchester section, though it could encounter some pressure from pro-Gaza independents.

If Mr. Burnham re-enter the Commons, he would need the support of 80 Labour MPs to launch a leadership challenge, a requirement that is far from certain given he is viewed with scepticism by a number of on the parliamentary party.

The resigning MP confirmed he was resigning due to declining mental health, which had made it impossible for him to carry on in his role. He is also subject to a parliamentary standards investigation related to his membership in an inappropriate online group.
